Here is a recipe for making Kulfi Recipe Without condensed milk:
Ingredients:
- 1-liter whole milk
- 1/2 cup sugar
- 1/4 cup heavy cream
- 1 tsp green cardamom powder
- 1 tsp saffron strands
- 1/4 cup slivered almonds and pistachios
Instructions:
- In a heavy-bottomed pan, bring the milk to a boil over medium heat.
- Add the sugar and stir until it is fully dissolved.
- Reduce the heat to low and simmer for about 1 hour, or until the milk has reduced to about 1/4 of its original volume.

- Let the mixture cool to room temperature, then refrigerate until chilled.
- Once chilled, pour the mixture into kulfi molds or paper cups and freeze until solid.
